Document fork changes in README

Add a "Changes in This Fork" section covering the CTT-style Turn Off
Background Processes toggle (42 services, 22 registry tweaks, 15
scheduled tasks, High Performance power plan) and the edition changer
improvements (LTSC/CloudEdition targets, pre-flight validation,
surfaced DISM errors).
